The Partnership is governed by a 130-member Board of Directors. The Partnership effectively promotes prosperity in the region because of the commitment of its leadership. Each director is the top decision-maker of their Member company, and collectively the directors are responsible for setting overall policies for the Partnership. We believe that in order to represent a region as dynamic as the Houston region, the board must be reflective of our region. Consequently, every effort is given to selecting a balanced board that is diversified by industry, company size, ethnicity, gender, age and geographical region as well as government, regional allies and non profit organizations.

The Greater Houston Partnership provides confidential, free-of-charge information and services and markets the region's benefits to companies around the globe. We drive regional economic development, partnering with a network of business leaders, public officials and economic development allies to provide an array of services to companies with retention, expansion and relocation projects. History
The original Houston Chamber of Commerce was chartered by the Republic of Texas in 1840. The Houston Business League was founded in 1895 and evolved into the 20th century Houston Chamber of Commerce.
The Greater Houston Partnership was founded in 1989 as a merger of the Houston Chamber of Commerce, the Houston Economic Development Council and the Houston World Trade Center. A private, non profit organization, the Greater Houston Partnership is the primary advocate of Houston's business community and dedicated to building regional economic prosperity.

The Greater Houston Partnership has some of the most dynamic businesses and organizations within its membership. The Partnership believes in supporting our Members whenever possible. Consequently, there is strict Members First policy in practice at the Partnership. Any and all effort is made to identify Member providers when any services or products are being purchased. Any local speakers invited to present at Partnership events are also required to be Members. Sponsorship of Partnership events is limited to Members only as well.

The Greater Houston Partnership is a membership organization. Membership levels are determined one of two ways:
- The benefits that the member company wants access to.
- The number of local full time employees.
The membership levels are:
- $100,000 and above
- $50,000 to $99,999

- $10,000 to $24,999
- $3,000 to $9,999

Opportunity Houston℠, chaired by Houston Astros owner Drayton McLane, is an aggressive five-year marketing program that will generate leads for economic development organizations throughout Houston's 10-county region.
A direct result of the Greater Houston Partnership's 10-year Strategic Plan , Opportunity Houston℠ is the $40 million fundraising vehicle by which it will help create 600,000 net regional jobs, attract $60 billion in capital investment, and generate an additional $120 billion in foreign trade for the greater Houston area.
Opportunity Houston℠ targets five major economic sectors: aviation and aerospace, energy and petrochemical, medical and biotechnology, information technology, and nanotechnology. Using an econometrics study by
The Perryman Group, these industries were identified as critical to Houston's future prosperity.
The $40 million raised on behalf of Opportunity Houston℠ will help to create jobs and attract new investments. Included among the potential programs Opportunity Houston℠ could fund, include:
- Technology that captures location-specific data to link prospects with specific regional sites that best meet their requirements;
- State-of-the-art lead-generation methods; and
- Marketing and public relations initiatives designed to impact perceptions of the Houston region around the world.

The Greater Houston Partnership is the primary advocate for local, regional, state and federal public policies that establish Houston as a top region in the U.S. for business. To maintain that position, the Partnership actively pursues the following goals:
- Lead the state in driving business-focused public policy that fosters economic development.
- Establish the Greater Houston Partnership as the regional facilitator to address issues, and the driver and supporter of policies that grow business and increase foreign trade.
- Aggressively advocate, lobby and promote policies and legislation that position the region's business community as a national and global leader.

Staff

2005 - 2015
This 10-year Strategic Plan outlines a bold but achievable vision that consolidates Partnership roles and embraces one compelling theme — Building Economic Prosperity in the Houston Region
The Greater Houston Partnership will lead and facilitate initiatives that establish the Houston region as a business magnet. The Partnership will support and promote visible initiatives that differentiate Houston and capitalize on core strengths and resources.
- Execute the programmatic phase of Opportunity Houston℠, a marketing and business development plan to support the creation of 600,000 net regional jobs, $60 billion in capital investment, and $120 billion in foreign trade by 2015.
- Implement a comprehensive public relations platform that positions the Houston region as a preeminent domestic and international business hub to include use of new Partnership regional marketing and branding messages and logo.
- Execute strategic marketing plan targeting high-growth industry clusters: aerospace and aviation, energy, information technology, medical and biotechnology, and nanotechnology. Engage regional economic development allies and top regional employers by conducting outbound and inbound recruitment missions; actively identifying and qualifying solid leads; and identifying business retention and expansion projects.
The Greater Houston Partnership will lead and facilitate initiatives that establish the Houston region as the leading gateway to global markets.
Commercial Infrastructure
In cooperation with the Port of Houston Authority, Houston Airport System, Consular Corps and international chambers and trade offices:
- Organize and host conferences, seminars and programs that raise awareness of global business opportunities and import/export challenges, as well as shed light on the region's extensive international trade infrastructure and the competitive advantage it offers to the business community.
- Expand the consular corps and foreign trade promotion offices in Houston.
Trade Promotion and International Outreach
Assist international companies in relocating to or expanding in the Houston region; provide briefings and arrange business-to-business meetings for inbound trade delegations.
Organize and support outbound trade missions to build upon the region's strong, international commercial ties and enhance the image of the Houston region as a gateway to global markets throughout the world.
The Greater Houston Partnership will be the proactive visionary to build and maintain an infrastructure and business environment that sets Houston apart, nationally and globally, as the most attractive place for business.
Education and Work Force Development
Expand and activate the support and interest of business in a strong educational system to assure a quality work force is available in the Houston region.
Business Issues
Review local, state and federal tax and fiscal policy initiatives to determine the impact on the economic development of the region.
Health Care Issues
Prepare to promote comprehensive statewide health reform in the 2009 Legislative Session through a health policy task force comprised of regional business and community leaders.
Environmental Initiatives and Quality of Life
Improve Houston's quality of life by developing more green space, preservations, bike trails, parks and other amenities, as well as promoting green building in the Houston region.
The Greater Houston Partnership will be the aggressive driver of local, regional, state and federal public policy that makes Houston one of the top four regions in the United States for business.
Federal Advocacy
Maintain an open line of communication with our congressional delegation and staff, which enables the Partnership to deal more easily with federal issues.
Promote sufficient appropriation packages for the Port of Houston Authority, the Texas Department of Transportation, I-69 and NASA.
Development of Americans for Immigration Reform - a coalition formed to represent comprehensive immigration policy. This is the first of its kind formed by any business organization such as the Greater Houston Partnership.
State and Local Advocacy
Identify policy issues that support Houston businesses and develop white papers in preparation for the 81 st Legislative Session.
Continue cultivation of relationships with legislators and further develop pro-business relationships with government officials.
