AWS Skills to Jobs Tech Alliance Expands to Texas

[PRESS RELEASE] - The tech industry in the state of Texas is booming, with a growing demand for skilled workers in Cloud/IT support, software development and data analytics. According to LinkedIn, there are over 8,000 tech jobs currently unfilled in the state of Texas. To address this talent gap, AWS Skills to Jobs Tech Alliance is expanding into Texas with support from key collaborators across industry, education and government with the goal of helping to modernize tech programs of study at higher education institutions, connecting learners to in-demand tech jobs and supporting the development of a highly-skilled tech workforce in the Lone Star State.

"As the pace of technological change advances in every market, the need for a globally diverse, digitally skilled pipeline has never been more important. The expansion of the AWS Skills to Jobs Tech Alliance into Texas further demonstrates our commitment to bring together government, education, industry and nonprofits to address this critical need and enable future economic growth," said Valerie Singer, AWS Global Education Lead.

The initial launch of the Tech Alliance in Texas focuses on the Houston and Dallas metropolitan areas. These two major hubs are home to a diverse array of employers seeking tech talent and a robust system of educational institutions ready to prepare the next generation of Cloud and IT professionals. This launch represents a critical step in addressing the talent gap in the state's tech industry.

Four of the state's higher education institutions have come together as part of the region's initial launch:

  • Texas State University
  • Houston Community College
  • Dallas College
  • Kilgore College

Several of the state's most innovative companies will collaborate with AWS to identify talent needs, provide real-world learning experiences for students and hire qualified candidates into tech roles. These employers include

Recently, Texas has been recognized for its innovative approach to aligning education policy to its economic goals. Central to these policies is the push to ensure post-secondary programming leads to high quality career pathways for Texans. This alignment of education, workforce and economic development goals fits perfectly with the goals of the Tech Alliance and provides a unique partnership opportunity with the state. To ensure that the program continues to amplify the state's priorities, AWS will work closely with the Texas Workforce Commission and the Texas Economic Development Corporation.

AWS has a long history of collaborating with organizations in Texas to advance workforce development and skills attainment initiatives. Participation in the Greater Houston Partnership's UpSkill Houston Executive Committee and the Dallas Regional Chamber's Board of Directors has helped position AWS as a regional voice in workforce and economic development. These organizations, along with Alcantar Strategies, will partner with AWS to leverage their extensive networks and community connections to promote Tech Alliance programs and connect learners to opportunities.

"Collaborating with AWS as a member of the AWS Skills to Jobs Tech Alliance will amplify the work we are already accomplishing in Houston and advance the alignment of our talent pipelines to in-demand technology jobs in all industries."

AWS launched the Tech Alliance in June 2023 at the DC Public Sector Summit, bringing together a global coalition of higher education institutions, employers, government and collaborating organizations to address the tech skills gap. The Tech Alliance is currently represented in nine countries (USA, Egypt, Spain, Singapore, Italy, Germany, India, Colombia and Brazil), with four other US states engaged (New York, Illinois, Washington and West Virginia). Since its global launch, the Tech Alliance has connected more than 23,000 learners from over 900 higher education institutions with over 350 employers.

Houston Advances Global Growth Strategy at VivaTech 2025

As Houston continues to expand its role as a global center for innovation and investment, the Greater Houston Partnership and Rice University led a strategic trade mission to Paris, France, to elevate the region’s presence at Viva Technology (VivaTech) 2025, the largest technology and innovation summit in Europe.  With 180,000 international attendees, VivaTech offered direct access to global business leaders, policymakers and investors exploring high-growth markets. Houston’s activation sparked opportunities for potential partnerships and drew attention from notable leaders, including French President Emmanuel Macron and Vanessa Wyche, Acting Administrator of NASA.   “They see Houston as one of the cities of the future, and they’re backing that up with their resources and attention,” stated John Cypher, the Partnership’s Vice President of International Investment and Trade. “We saw a lot of potential for partnerships that could bring more international startups to Houston and connect founders to new European markets.”  Beyond VivaTech, the delegation met with key players in France’s innovation and finance sectors, including Banque Publique d’Investissement France, Mouvement des Entreprises de France, and Station F.   The week-long trade mission also highlighted Houston’s global academic leadership with a guided visit to Rice University’s Global Paris Center, the university’s first international campus. “It’s a remarkable moment where Rice shows the world that we are an entrepreneurial-, science- and engineering-based tech accelerator,” said Caroline Levander, Rice’s Vice President for Global Strategy. The center represents a broader vision to connect Houston’s educational and entrepreneurial resources to Europe’s innovation ecosystem. The mission culminated with a reception at the former embassy of the Republic of Texas, celebrating the enduring ties between Texas and France and reinforcing a shared commitment to innovation and growth.   Houston’s role at VivaTech 2025 highlights the city’s innovation and role as a major hub for foreign direct investment. From Setback to Strategy: How San Jacinto College and Generation Park are Building Houston’s Biotech Workforce

Like every city, Houston experiences setbacks. The difference is Houston doesn’t dwell on them. It adapts, rebuilds and always comes back stronger. That’s exactly what the region is doing with biotech, an emerging sector where Houston is determined to lead.  The region’s economic development strategy shifted after losing Amazon’s HQ2 in 2019. Leaders doubled down on partnerships, long-term planning and industry diversification.  In 2022, there was another missed opportunity. A leading pharmaceutical company’s decision to choose North Carolina highlighted another critical gap in Houston – the need for a biotech workforce.   Rather than retreat, Houston responded with action. San Jacinto College (SJC) and Generation Park launched a bold partnership to build a biotech talent pipeline, ensuring the region is ready for the next big opportunity.  Learn more about Houston’s life sciences industry and how local colleges and businesses are working together to build the region’s biotech workforce.  SJC & Generation Park Partnership  Ryan McCord, McCord Development President and the visionary behind Generation Park, had long believed Houston could lead in life sciences. But as biotech investments flowed to other cities, it became clear: infrastructure alone wasn’t enough.  While Houston’s life sciences sector has grown steadily over the past decade— recording the second-highest employment growth rate among major markets from 2022 to 2023, according to CBRE’s 2025 Life Sciences Outlook—the region continued to face a shortage of technicians to support critical functions such as laboratory setup, data collection and research observation.  That’s when McCord turned to SJC, a proven leader in workforce development with a track record of building industry-aligned programs. Together, they launched the Center for Biotechnology, a workforce-first solution to close the talent gap and make Houston a top destination for biotech companies.  "San Jacinto College’s Biotechnology Center at Generation Park is the catalyst our region needs to fill the gap in our existing life science ecosystem and accelerate biomanufacturing in Houston,” said McCord in a news release.  Inside the Center for Biotechnology  Opening this summer, the Center for Biotechnology offers more than just textbook knowledge, it delivers hands-on training with industry-grade equipment. At its core is a pilot-scale bioprocessing plant where students will gain real-world experience using the same tools found in commercial facilities.   Click to expand To develop the curriculum, SJC partnered with the National Institute for Bioprocessing Research and Training (NIBRT), a global leader in biopharma education. That partnership makes the center the exclusive provider of NIBRT-licensed training in the southern U.S., and one of just six institutions worldwide with this distinction.  “Building on San Jacinto College’s established track record of working with industry to develop need-specific training and accreditation centers, the partnership with NIBRT represents an opportunity to train the workforce that Houston's biopharma industry needs to sustain its rapid growth,” said Brenda Hellyer, Chancellor of SJC, in a statement. “We also expect to contribute to the global market by training people eager to enter this growing industry from around the United States and beyond.”  The center also offers students exposure to emerging fields like cell and gene therapy. A regional advisory board of life sciences leaders will guide the curriculum to ensure it evolves with industry needs.  Strategic Location  The center is located within Generation Park, one of Houston’s fastest-growing innovation districts, and sits just steps away from BioHub Two, a 45-acre biomanufacturing campus currently under development. Once complete, BioHub Two will feature 500,000 square feet of state-of-the-art lab, office and cGMP manufacturing space, designed to attract life sciences companies to the region.   Click to expand What makes this proximity so powerful is the built-in connection between workforce development and industry growth. Companies moving into BioHub Two won’t just gain access to premier infrastructure, they’ll have a direct pipeline to trained, job-ready talent.  Spanning 4,300 acres, Generation Park is also home to leading institutions like Lone Star College and companies such as TechnipFMC and Apache Industrial Services.
